Urban planning and zoning inspection service

The urban planning and zoning inspection service’s mission is to plan, manage and monitor the activities, structures and land uses, while proposing policies, programmes and regulations in accordance with the guidelines of City Council and the needs of citizens.

Indeed, the department develops land use regulations, establishes urban design criteria and supervises their application to provide a better framework for development, increased security and a better quality of life for all citizens. Its primary objective is to ensure a harmonious development of the territory and the architectural landscape, as well as to safeguard and enhance the architectural and natural heritage, in accordance with the Haut-Saint-Laurent RCM, municipal by-laws and provincial laws.

The main services provided include:

  • Permits and inspections;
  • The application of and amendments to planning regulations;
  • Management of complaints and petitions concerning nuisances (noise, cleanliness and maintenance of grounds or public domain, piling of wood and building materials, etc.);
  • Landscaping and arboriculture work in public spaces (maintenance, planning, etc.);
  • Coordination of the Planning Advisory Committee.

Citizens have the obligation and responsibility to adequately inform and appeal to private professional resources, both in terms of project planning and carrying out the work. To avoid unpleasant surprises, it is important to plan your projects according to regulations. Service staff will be happy to advise you and guide you through the planning application process.

Note that it is mandatory to hold a license or authorization to carry out construction projects, demolition, renovation, installation of a swimming pool, shed, felling a tree or other. It is important to check the standards required by regulations, whether an architectural implementation and integration plan is needed, and whether a permit is required for your project with the Inspection Service. In the permitting process, the municipality will provide appropriate advice in addition to providing you with the regulatory framework, analyze permit applications according to the zoning and subdivision, and perform the necessary inspections if necessary.
